British Council – EAQUALS Core Inventory for General English is a downloadable PDF full of useful information for understanding language levels.  Although the language in this resource is a little technical, it is very useful for understanding specifics of what someone should be able to do as they progress through the different language levels.  Levels are broken down by A1 & A2 (Beginners), B1 & B2 (Intermediate), and C1 & C2 (Advanced).  This is an excellent resource for a director developing a program to be able to understand what concepts beginning, intermediate & advanced classes should cover in order to give learners more robust language competence.
